A crane changes the vehicle: it adds weight, shifts load between the axles and changes the vehicle stability while it works. That is why fitting it needs a study and ends with an inspection and a new registration certificate.

What the study checks
New axle load distribution, payload, mounting of the crane to the chassis according to the vehicle manufacturer's guidelines, and stability in operation. The crane, as a machine, carries CE marking from its manufacturer; the study concerns its installation on this particular vehicle.
If the crane is fitted before the loads are checked, it may turn out the vehicle is overloaded or the chassis needs reinforcing.
